I am a city carrier for the Blacksburg USPS. I started working at this post office on July 4, 2020. Currently I am assigned to city route 18 in Blacksburg. I was converted to full time regular the end of August of 2023. Recently a new postmaster, Kendell was assigned to our post office. Several things are not being done to allow us to effectively complete our job. The worst of them is routes are intentionally not being delivered on carrier's day off. We are also not being given package pick-up notices for residents. We are also not being given hold mail and forwarding notices. Carriers worked hours are also being changed to avoid paying overtime. We have 4 positions at USPS, FTR (full time regular), T6 (a full-time carrier who is assigned a string of routes that carry on FTR days off), PTF (part time flexible, a carrier position), and CCA (city carrier assistant, a carrier who is under 2 years). Our office has 18 city routes plus several rural routes. We have 17 FTRs, 3 T6s, 3 PTFs and 3 CCAs. FTR carriers can choose to be on ODL (overtime desired list). We have 2 or 3 on the ODL list currently. One T6 is on medical restriction, another T6 is training others. A FTR and PTF both are doing the responsibilities of the 2 T6 who do not carry mail. Normally when we arrive, we are given estimated times based on our mail volume. During this time if any route does not have a carrier this route is either split between other carriers or assigned a carrier who is not assigned to a route. These splits are assigned to a CCA, PTF or ODL or FTR/T6 (if FTR/T6 are under 8 hours of work). FTR and T6 are guaranteed 8 hours. None of this is being done. If a route does not have someone assigned to it, the route is left at Blacksburg post office. CCAs will deliver some packages and another carrier will case some of the flats (magazines and mail not sorted by machine) All DPS (computer sorted mail) and flats and several packages are left for the next day, or the day after, depending on when the carrier assigned the route returns. On November 28th, 2023, city 7, city 8 and city 15 were left behind. This is 1/6th of the mail of Blacksburg that was not delivered Tuesday. On Wednesday 11/29/23 city 8 was left behind again, this was 2 days of consecutive delay of mail. Also, on Wednesday city 18 was not delivered. On Wednesday there were 3 CCAs who were not assigned a route and were scheduled to work for the day. We do have staffing problems for the clerks, but city carriers are well staffed, work is just not being assigned to city carriers for the day.
